The Church is seeking to deliver a new, purpose-built Gospel Hall to replace the existing building at Debden Green.
The existing building was originally constructed for agricultural use and later converted for use as a Gospel Hall in 2012. While it has served the congregation well, the layout of the building and surrounding site no longer provides the level of safety, accessibility and facilities expected of a modern place of worship.
The proposals would replace the existing building with a purpose-built Gospel Hall located broadly in the same position on the site.
The proposals focus on improving the layout of the site and the facilities available while retaining the established use of the site as a place of worship.
The number of people attending the site would remain consistent with the existing arrangement and, with members typically travelling together (based on a recent survey, averaging around three people per car), the proposals would not result in an increase in traffic.
The site today
The current Gospel Hall has been in use since 2012 following the conversion of a former agricultural building.
Over more than a decade, the site has served the congregation well and has become an established place of worship for members of the Church in the local area. However, the building was not originally designed for this purpose, and the layout of the building and surrounding site now presents several challenges.
In particular, the existing parking arrangements are constrained and limit the ability to safely manage vehicle circulation and pedestrian movement within the site, especially at busier times. The building itself also lacks the level of accessibility, circulation space and facilities expected of a modern place of worship.
The proposals seek to address these issues by replacing the existing building with a purpose-built Gospel Hall and introducing a more appropriate layout across the site. This would improve safety, accessibility and facilities while retaining the established use of the site.
The Hall
The Church has engaged with Uttlesford District Council through early discussions and a formal pre-application process to develop proposals appropriate for the site.
During these discussions, officers indicated that exploring improvements to the existing site would be preferable to seeking an alternative location elsewhere.
The proposed Gospel Hall has been designed as a single storey building that reflects the agricultural character of the surrounding area while incorporating contemporary detailing.
The building would provide improved accessibility, enhanced circulation space and upgraded facilities including modern toilet provision and appropriate space for first aid facilities.

Connectivity & Transport
The site is already in use as a Gospel Hall and has been operating in this way for more than a decade.
The proposals are therefore focused on improving existing arrangements rather than introducing a new use.
The proposals do not introduce a new use and attendance patterns will remain consistent with the site’s established operation. The number of people attending the site would remain unchanged and the proposals would not result in an increase in traffic.
Services at the Gospel Hall take place outside peak travel times to ensure there is no detrimental impact on the local road network.
Members of the congregation often attend services as families, and a recent survey of attendees indicates an average of around three people per car, meaning car sharing is common.
This survey provides a useful indication of existing travel patterns at the site.
